Interactive Dialogue with the Special Rapporteur on migrants

On 22 June 2026, the Special Rapporteur on migrants presented his report on the externalisation of migration governance, building on his 2025 report to the General Assembly.

The Deputy Permanent Observer, Jean-François Kammer delivered a statement recognising the sovereign right of States to regulate access to their territories while aligning with the Special Rapporteur’s concerns over upholding human rights obligations in migration policy, stressing that migrants are entitled to dignity and genuine integration. It noted with interest the call for equitable migration systems moving beyond “safe country” concepts toward “genuine responsibility-sharing mechanisms,” and asked the Special Rapporteur to clarify how humanitarian organizations could contribute to their implementation.
